Chapter 5 - The Counter-Surveillance

Caroline didn't take the loss well. She hired a team of private investigators to follow Rachel, hoping to find her meeting a contact, drinking, or losing her temper.

Rachel knew they were there. She caught their tails three times in two days. Instead of running, she led them into a series of dead ends, photographed their faces, and ran their plates through her old military contact databases.

She found out who they were—ex-cops who had been fired for corruption. She didn't confront them; she sent their full personal files to their current employers and threatened to release their histories to the local news. The surveillance stopped by noon the next day.

She was playing chess; Caroline was playing checkers.
