Chapter 4 - The Municipal Showdown

The downtown municipal building was a monolithic structure of gray concrete and tinted glass, filled with bureaucrats, lobbyists, and politicians rushing through fluorescent-lit corridors.
When Dominic Raines walked through the revolving front doors at 11:45 AM, the effect was immediate.
Secretaries stopped typing. City council aides pressed themselves against the wood-paneled walls to let him pass. Two private security guards assigned to the lobby took one look at Dominic—flanked by Marcus and two other broad-shouldered men in black suits—and actively pretended to look at their clipboards.
Dominic didn't break his stride. He walked straight toward the elevators, pressed the button for the fourth-floor zoning committee chambers, and rode up in absolute silence.
On the fourth floor, the conference room doors were propped open. Inside, a panel of five city officials sat behind a raised mahogany dais, listening to a presentation on urban zoning permits.
Julian Vance—a slick, thirty-five-year-old man with sharp features and a tailored charcoal suit—was standing at the podium, clicking through a slide deck on the projector.
“As you can see, commissioners,” Julian was saying smoothly, “the proposed redevelopment of the lakefront district will—’
The heavy oak doors of the chamber suddenly swung wide open.
The loud bang of the doors hitting the interior walls made everyone jump. The presentation stopped mid-sentence.
Julian turned around, annoyance flashing across his face. But the moment his eyes landed on the man walking down the center aisle, the color drained entirely from his face.
Dominic Raines walked down the aisle with slow, deliberate steps, his long black overcoat swaying slightly behind him. The committee chairman stood up from the dais, his mouth parting in shock.
“Mr... Mr. Raines,” the chairman stuttered, gripping the edge of the desk. “This is a closed municipal hearing. You aren't on the docket.”
Dominic didn't look at the chairman. His gaze was locked entirely on Julian Vance, who was now gripping the edges of the podium so tightly his knuckles were stark white.
“Good morning, Julian,” Dominic said, his voice echoing off the high acoustic ceiling of the chamber. “I hear you’ve been doing some very creative consulting work for the city lately.”
Julian swallowed hard, forcing a tight, nervous smile. “Dominic. It’s... it’s been a long time. I didn't realize you took such a personal interest in municipal zoning.”
“I take a very personal interest when rats crawl out of the sewers and try to bite my family,” Dominic replied, stopping ten feet from the podium.
The chamber was dead silent. Every official, lawyer, and aide in the room held their breath, well aware of the history between the Raines and Vance families.
“I don't know what you’re talking about,” Julian stammered, backing up against the projection screen. “I’m a registered city consultant. My paperwork is entirely legitimate.”
Dominic reached into his coat pocket, pulled out a thick manila envelope, and tossed it casually onto the mahogany podium. It landed with a heavy thud right on top of Julian’s presentation notes.
Julian looked down at the envelope as if it were a venomous snake.
“Inside that envelope,” Dominic said smoothly, “are bank statements showing the bribes you paid to Nolan Whitmore’s campaign manager, the forged architectural credentials you used to plant false safety reports, and a full transcript of your conversation with Sloane Harrington three days ago where you coached her on how to humiliate my wife in public.”
Julian’s breath hitched. He looked desperately at the city council chairman. “Chairman, you can't let him do this! This is intimidation! This is—’
“This is an eviction,” Dominic interrupted, stepping closer.
Marcus and the other two guards moved swiftly, positioning themselves at the exits of the chamber so no one could leave.
“You wanted a war, Julian?” Dominic asked, his voice dropping into a lethal, quiet register. “You wanted to prove that your family still had influence in Chicago? Let me show you what happens to people who test me.”
Dominic pulled out his phone, unlocked the screen with a single tap, and placed a call on speaker.
“Put him through,” Dominic commanded into the phone.
A sharp click sounded, followed by the nervous voice of the city’s Mayor over the speakerphone. “Mr. Raines? Is everything alright?”
“Mr. Mayor,” Dominic said calmly, looking straight into Julian’s terrified eyes. “I’m currently in the fourth-floor zoning chamber. I’m looking at a man named Julian Vance who has been committing systemic fraud within your municipal planning office. I want his certification revoked, his assets frozen, and a federal warrant issued for his arrest before the clock strikes one o’clock. Do I make myself clear?”
There was a brief, agonizing pause on the other end of the line.
“Consider it done, Mr. Raines,” the Mayor replied instantly. “We’ll clear the department within the hour.”
Dominic ended the call, slipping his phone back into his pocket.
Julian’s knees finally gave out. He collapsed against the projection stand, sending the entire slide projector crashing to the floor in a shower of plastic and glass.
Dominic didn't even look down at him as he turned on his heel and walked back up the aisle toward the exit.

“Make sure he stays off the streets, Marcus,” Dominic instructed over his shoulder.
“Consider it handled, Boss,” Marcus replied with a cold grin.
