Chapter 2 - The Paper Trail

Two hours later, the storm had transformed into a steady, grey drizzle over downtown Chicago.

Inside a luxury private suite on the tenth floor of Northwestern Memorial Hospital, Elena Carter lay in a warm, comfortable bed, hooked up to an IV drip containing fluids and high-grade vitamins. A team of top specialists had already examined her, confirming that her severe weakness was the result of acute malnutrition, systemic stress, and untreated pneumonia.

Lucy was fast asleep on a plush suede sofa in the corner of the room, wrapped in a soft cashmere blanket, a half-eaten plate of warm soup and rolls sitting on the table beside her.

Victor stood near the floor-to-ceiling window, looking out over the city skyline. Beside him stood Arthur Pendelton, Romano Global's chief legal strategist—a sharp-eyed man in his sixties with fifty years of corporate warfare experience—and Chloe, Victor's chief intelligence analyst, who was typing rapidly on a secure laptop.

"We ran the full forensic audit on Sterling Development, Mr. Romano," Chloe said, her voice crisp and efficient. "What Mrs. Carter uncovered was just the tip of the iceberg."

"Show me," Victor commanded, turning away from the glass.

Chloe turned her laptop screen toward Victor and Arthur.

"David Sterling hasn't just been inflating construction invoices," Chloe explained, tapping the touchpad to bring up a series of complex organizational charts. "He’s been running a massive predatory land-acquisition scheme across the South Side of Chicago for four years. He uses shell companies—registered under the umbrella of 'Vanguard Property Collections'—to target low-income families, widowed spouses, and elderly residents."

Arthur leaned in, his bushy eyebrows knitting together. "How does he target them?"

"He buys up private medical debt, defaulted personal loans, and back-taxes for pennies on the dollar," Chloe revealed. "Then he uses illegal high-interest collection tactics to force the homeowners into default. Once they default, his private enforcement teams move in, seize their personal belongings under the guise of asset forfeiture, and drive them out of their homes so Sterling can rezone the neighborhood for high-end commercial redevelopments."

Victor’s jaw tightened. "And the personal property? The furniture, the vehicles, the clothing?"

"It’s worse than simple repossession," Chloe said, bringing up a bank account ledger. "Sterling owns a network of secondary pawn fronts and online liquidation portals. He literally auctions off family heirlooms, children's toys, and household items to generate off-the-books slush funds. They raided Mrs. Carter's house three weeks ago under a falsified lien judgment."

"Where is the property stored?" Victor asked, his voice dropping into a register of quiet, lethal rage.

"A secure commercial warehouse near the Calumet River," Chloe replied. "Facility 4B. It’s listed under a secondary holding company."

Arthur looked at Victor. "Victor, the acquisition meeting for Sterling Development’s four-hundred-million-dollar buyout is scheduled for four o'clock today at your corporate headquarters. Sterling is already in town, expecting to sign the final papers."

Victor looked over at sleeping little Lucy, then back at his legal team.

"Call the board," Victor said flatly. "Tell them the meeting venue has changed."

"Changed to where?" Arthur asked.

"Warehouse Facility 4B at the Calumet River," Victor replied. "And invite the District Attorney, the State Attorney General, and the local news crews. Tell them David Sterling is giving a press conference regarding his company's liquidation."
