Chapter 4 - The Demolition of Authority

At 3:14 p.m., the intersection of Route 9 and Valley Road—the primary avenue connecting the wealthy Vanguard enclave to the rest of the county—was completely empty. A single black SUV sat broadside across the double yellow lines, its hazard lights blinking with slow, mechanical precision.

Chief of Police Thomas Harris sat in the front seat of his lead cruiser, his siren wailing as his small convoy raced down the asphalt. He was a heavy-set man whose uniform custom-tailored to hide the weight of too many country club dinners. He was furious. Richard Vanguard was his largest political donor, the man who had funded his last three re-election campaigns and promised him a seat on the corporate board after retirement.

"Dispatch, tell the state troopers to clear the hospital entrance," Harris barked into his radio. "We have an old man with a history of military instability who just assaulted a prominent citizen's mother and abducted his wife. I want him in a cell before the local evening news goes live."

"Chief, look ahead," his deputy said from the passenger seat, pointing through the windshield.

Harris tapped his brakes as the convoy rounded the curve. The black SUV blocking the road didn't have any police markings, but sitting on the hood was Arthur Vance, wearing a dark gray utility jacket, his arms folded across his chest, looking completely untroubled by the four police cruisers accelerating toward him.

"Get out of the car!" Harris yelled through his loudspeaker as the cruisers screeched to a halt ten yards away. "Arthur Vance, you are under arrest! Step away from the vehicle with your hands behind your head!"

Eight deputies spilled out of the cruisers, their hands resting on their sidearms, their expressions confident. They were used to dealing with local teenagers and petty criminals; they had never seen a man like Arthur Vance in a theater of war.

Arthur didn't move. He didn't even raise his voice. "Chief Harris. You were logged at the Vanguard estate at 2:15 p.m. today, consuming alcohol while a nineteen-year-old girl was being beaten in the living room thirty yards away from your plate."

Harris laughed, stepping forward, his heavy boots clicking on the asphalt. "You think anyone is going to care about your stories, old man? Richard Vanguard owns the judges in this district. You’re going down for kidnapping, assault, and domestic terrorism by the time I’m done writing the report. Deputies, cuff him."

Before a single deputy could take a step, a deafening, mechanical roar shook the trees along the highway.

From the woods on either side of the intersection, two unmarked armored personnel carriers tore through the brush, their heavy tires flattening the guardrails like paper. They slammed into position behind the police cruisers, completely boxing the convoy into a tight, inescapable pocket of asphalt.

Ten men in full black tactical gear, carrying suppressed carbines and wearing unmarked ballistic helmets, descended upon the deputies with terrifying speed. Within four seconds, every single police officer was disarmed, their weapons stripped from their holsters and thrown into a pile on the road before they could even unlatch their safety straps.

"What is this?" Harris screamed, his face turning an unwholesome shade of purple as Briggs personally grabbed him by the collar, throwing him face-first against the hood of his own cruiser with enough force to crack the windshield. "This is a federal offense! You are assaulting law enforcement officers!"

Arthur walked slowly over to the pinned chief, his boots stepping over the badges and radios scattered on the ground. He pulled a small digital recorder from his pocket and pressed play.

Harris froze, his left eye twitching as he heard his own voice playing back in high-definition clarity.

"Miller’s team intercepted your private line the second I activated the protocol, Harris," Arthur said, his voice dropping into a lethal, low whisper that made the heavy chief tremble against the hot metal of the car. "You aren't a law enforcement officer anymore. You are a co-conspirator in an organized human trafficking and domestic abuse ring funded by Vanguard Holdings. As of three minutes ago, the Governor has signed an emergency executive order suspending your entire precinct under the State Internal Security Act."

"You... you can't do this..." Harris stammered, his arrogance completely evaporating into the warm afternoon air.

"Briggs, take them to the federal containment facility in the western sector," Arthur ordered, turning back toward his SUV. "Strip their uniforms. I want them treated like the common street criminals they are."

"And what about the husband, Commander?" Briggs asked, a dark smile spreading across his face as he clamped heavy steel zip-ties around Harris’s thick wrists.

Arthur looked back toward the hills where the Vanguard estate sat like a fortress of stolen wealth. "The husband is mine."
